Pak Addresses Notice to ICC for World Cup Exclusion Print E-mail

The Pakistan Cricket Board (PCB) has issued a notice to the International Cricket Council (ICC) in light of the decision to remove Pakistan from the list of hosts for the 2011 World Cup. The decision to reschedule the matches in India, Sri Lanka and Bangladesh, who are now the only three hosts for the World Cup has been called ‘discriminatory’ and ‘legally flawed’ by the PCB. The PCB has also claimed that no prior notice was given to Pakistan before the decision was taken and has called upon the matter to be resolved by the ICC's dispute resolution committee or the Court of Arbitration for Sport.

The PCB has claimed that it was not given a chance to explain its position before the decision was taken to strip Pakistan of hosting rights for the World Cup. They have claimed that this decision was taken in a slip shod manner. They have claimed that the subject matter of who will be hosting the World Cup was not on the agenda for this meeting of the ICC and that the decision was taken in an unauthorised manner. The PCB has stated as reported in the cricket news, the agenda of the meeting consisted of "Safety and Security - Post Lahore Incident i.e. Liberty Chowk attack on Sri Lanka team", Issues (other than security) arising from Lahore Incident.

Ijaz Butt, the chairman of the PCB has said that this impugned decision to strip Pak of their right to co host the World cup was unfair as well as legally flawed. "This issue was not on the agenda. There was a discussion of the Sri Lankan attacks on the agenda and this topic came up. They never gave us notice and it was not on the agenda. We want to revoke the decision full stop," said Butt. Former chairman of the ICC, Ehsan Mani also made this assertion earlier.

The PCB has alleged that nowhere in the subcontinent is the security situation ideal; that in Bangladesh there was a recent mutinous uprising by its armed forces and that Bangladesh refused to host the visiting Pakistan team for a series in March earlier this year due to security concerns. Sri Lanka has a long ongoing civil war as was pointed out by the PCB.

The PCB also alleged that the DLF IPL 2009 has been moved out of India and to South Africa because of “law and order situation” and that it was only the “official reason” that the IPL was coinciding with the elections. It was also pointed out that Australia recently refused to send their Davis Cup team to India. So according to the PCB the ICC decision is discriminatory in that only Pakistan was seen to have an "uncertain security situation" whereas there was no security assessment done for the other three hosts.

Salim Altaf, the board's chief operating officer was reported in the cricket news as saying, "There are two options with the disputes resolution committee. Normally all disputes are resolved there. But if there is no satisfactory resolution, then the case can be sent to the Court of Arbitration for Sports (CAS), in Lausanne, Switzerland."
